UNITED CARGO LAUNCHES NEW WEB SITE    United Cargo, the freight division of United Airlines, has unveiled a redesigned Web site to make it easier for shipping clients to access the information they need for booking and tracking shipments online.
   At https://www.unitedcargo.com, forwarders and shippers can create a personalized site that will deliver the user proactive tracking alerts, more booking information and historical shipping data. The site also features a more simple registration process, a full-time team of virtual customer service agents and more news. United said it will add features in coming months.
   Separately, an official at the company said United would install an Internet-based air freight management and communications system designed by LogTech Inc. in the fourth quarter. United and LogTech announced their partnership agreement in May.
