Canada seeks technology to improve highway efficiency at borders    The Canadian government and the province of Ontario have selected Delcan Corp. to identify existing technologies for best managing the flow of traffic and communicating with drivers to help ease congestion on roadways leading to border crossings between Ontario and the United States.
   Under an 18-month contract worth about $1.3 million, Delcan will help both governments develop a custom Intelligent Transportation System. These types of networks link in-vehicle and roadside communication systems, video cameras, sensors and computers to monitor traffic and road conditions, electronically pay tolls, gauge the speed of traffic and then pass on information to transportation managers and drivers through real time variable message signs.
   The technologies are expected to help truckers as well as motorists. About $900 million dollars worth of goods move through Ontario border crossings every day.
