ô10+2ö filings show improvement    The rejection rate for inaccurate or incomplete Importer Security Filings has fallen to about 15 percent since the new advance electronic document became a requirement two weeks ago, program manager Richard DiNucci said.
   The so-called “10+2” rule, a reference to the number of data types importers and ocean carriers must submit to CBP, went into effect on Jan. 26. The data elements focus on descriptions of the origin, contents and destination of the cargo. CBP is plugging the data into its targeting system for high-risk shipments.
   As of Friday, CBP has received about 30,000 filings and more than 2,000 unified filings from importers or their designated agents, DiNucci told AmericanShipper.com.
   Unified filings are a way for importers to submit their customs entry early and tag on two extra data elements required by “10+2” so that they don’t have to file redundant documents. Many of the data elements sought under “10+2” are listed on the entry submitted when goods arrive in country. Some companies that have that complete data early enough are opting to submit the entry early to meet the ISF requirement.

   The lead official for “10+2” said he is pleasantly surprised by the early volumes despite some initial uncertainty about whether the rule would be postponed by an Obama administration regulatory review.

   The agency has also granted a one-year grace period before enforcement actually begins to allow businesses to adapt to the rule. CBP officials have indicated at seminars around the country that they reserve the option to extend the soft implementation beyond Jan. 26, 2010 if CBP and the industry are having technical troubles meeting the requirements.
   CBP is encouraging importers to start transmitting ISFs for all their supply chains rather than ramping up one by one, and use the coming year to improve the timeliness, accuracy and completeness of the filings. CBP rejected about one-third of all filings during the first few days the rule was in effect, but the rate has continued to improve as filers get a better handle on collecting and filing the data.
