Access control, contingency planning top agenda for new DHS panel The new National Maritime Security Advisory Committee will develop recommendations for the Department of Homeland Security in five key areas related to maritime commerce, including contingency plans for port operations following a terrorist attack, according to panelist Chris Koch, president of the World Shipping Council.
   At the group’s inaugural meeting last week, the 20 industry members voted to create working groups on:
   * Credentialing dockworkers, especially the rollout of a national Transportation Worker Identification Card for controlling access to secure areas of ports and other facilities.
   * DHS-industry communication and how to set up a Maritime Sector Coordination Council to facilitate the flow of information between DHS agencies and maritime industry stakeholders.
   * Vessel stowaways, absconders and deserters without hindering maritime commerce.
   * Coast Guard and Customs and Border Protection consistency in operational and enforcement actions.
   * Post-attack recovery.
