AMERICAN STEAMSHIP NAMES WELSCH PRESIDENT, CEO    American Steamship Co., a Great Lakes shipping company, has appointed Jerome K. Welsch as president and chief executive officer.
   Welsch was vice president for planning and business development.
   American Steamship is a unit of GATX Financial Corp., a subsidiary of GATX Corp.
