BIS adds 16 persons to Entity List

   The U.S. Commerce Department’s Bureau of Industry and Security will add 16 persons – four individuals and 12 companies in Afghanistan, Pakistan and the United Arab Emirates – to its Entity List for providing materials used to produce improvised explosive devices (IEDs) and used against U.S. and coalition forces in Afghanistan.
   The persons who were added to the Entity List have been determined by the federal government as a threat to U.S. national security or foreign policy interests.
   The 16 parties are Khalil Zadran, Ibrahim Haqqani, Afghan-German Construction Co., Haji Khalil Construction Co., Heim German Afghan Khalil Co., Khalil Zadran Co., Onyx Construction Co., Triangle Technologies, and Zurmat Construction Co. offices (Zurmat Foundation, Zurmat Group of Cos. and Zurmat Material Testing Laboratory in Afghanistan; Jalaluddin Haqqani in Pakiststan; and Feroz Khan, Al Maskah Used Car and Spare Parts, and Zurmat General Trading in the UAE). They are being added under 18 entries to account for multiple addresses in different countries for two of the persons, BIS said.
   BIS had similarly added 13 individuals and companies in Pakistan and Afghanistan to the list on Nov. 21, including Abdul Satar Ghoura, Assadullah Majed, Fazal Rahim Farid, Hanif Computer Zone (HCZ), Habib ur Rahman, Iqra Computer Products, Kurshid Ghoura, Lapcom Computer Stores, Muhammad Halim Ghoura, Ologh Beg International Forwarders Ltd., Qazi Abdallah, Abdul Satar Ghoura, Farzad Fazil Karim, Kurshid Ghoura, Muhammad Halim Ghoura, Ologh Beg International Forwarders Ltd., and Raaziq International (Pvt.) Ltd.
   The Entity List provides notice to U.S. firms and individuals that certain exports, re-exports, and transfers (in-country) to these listed entities require a license from BIS and availability of license exceptions for these transactions is limited. For more details, access the BIS Website.
