BIS proposes new version of SNAP
The U.S. Commerce Department’s export control agency wants to upgrade its electronic system for submitting export license applications and mandate its use by shippers.
The Bureau of Industry and Security’s Simplified Network Application Processing (SNAP) system was introduced to shippers several years ago to voluntarily submit their license applications and related export details instead of through traditional paper-based filing methods.
The new program, to be renamed SNAP+, would mandate the electronic filing of export license applications (except special comprehensive licenses), re-export authorization requests, classification requests, encryption review requests, and license exception notifications. BIS will maintain the right to authorize paper filings for certain exporters or transactions.
SNAP+ will allow the submission of export licensing documents securely over the Web and will give shippers the ability to attach PDF files of related documents.
