BIS recruits for emerging technologies advisory committee The U.S. Commerce Department's Bureau of Industry and Security has started recruiting representatives from the industry and academia to fill the ranks of its newly formed technical advisory group on emerging technology and research on export controls.
   BIS established the Emerging Technology and Research Advisory Committee (ETRAC) to meet recommendations recently made by the Deemed Export Advisory Committee's report on how to improve the country's 'deemed export' license controls. These controls are in place to keep certain technologies out of the hands of unauthorized foreign nationals.
   The purpose of ETRAC is to identify emerging technologies and research and development activities that may be of interest from a 'dual-use perspective,' meaning those export activities that have the potential to facilitate the development of both commercial and military applications abroad. The committee must also prioritize new and existing controls to determine which are of greatest consequence to national security from a deemed export perspective and address the implications of dual-use export control requirements on research activities.
   Private sector representatives who wish to participate in the committee must submit their applications to BIS by June 24. BIS said ETRAC would comprise 25 members who will serve terms of no more than one year.
