BIS revises rules to reflect U.S.-India Bilateral Understanding

Bureau of Industry and Security said its amended rules reflect the ongoing export control progress made between the United States and India.    The U.S. Commerce Department’s Bureau of Industry and Security said it has amended its regulations to reflect the ongoing progress related to the U.S.-India Bilateral Understanding, which was signed by the two countries in November 2010.
   On Jan. 25, 2011, BIS published the first of a series of rules to implement the bilateral understanding between the two countries. The purpose of the rules is to further the countries’ efforts to improve their export control cooperation.
   The new BIS rule, published in the Jan. 23 Federal Register, furthers the November 2010 bilateral understanding by removing license requirements for certain items controlled for crime control and “regional stability reasons” to India.
   President Obama is visiting Indian Prime Minster Narendra Modi in New Delhi early this week for talks to strengthen U.S. and India civil nuclear trade and defense relations.
