BIS seeks upgrade to on-line registration in SNAP-R    The U.S. Commerce Department's Bureau of Industry and Security has proposed to implement an on-line registration process for filers to obtain an account to submit their export license applications and similar documents electronically.
   The current process in BIS's Simplified Network Application Processing (SNAP-R) system requires paper and fax submissions. 'On-line processing provides advantages to the government and to the parties submitting work items through reduced processing times,' BIS said in a proposed rulemaking.
   SNAP-R is the method through which BIS receives most license applications submissions today. In 2009, BIS received 27,245 submissions via SNAP-R and 55 submissions via paper.
   BIS will take comments regarding its proposed changes to SNAP-R through Jan. 24, 2011. For more details, access the Federal Register.
   The agency plans to begin operating the on-line registration system on the date of the final rule's publication, but proposes to phase in mandatory use of on-line registration and account management.
