BIS withdraws proposed mandatory SNAP filing rule    The U.S. Commerce Department’s Bureau of Industry and Security withdrew its proposed rule requiring full electronic filing of various export control licenses and review requests.
   The agency initially proposed the rule in November 2003. The rule, if implemented, would have required U.S. exporters to file their license applications, classification requests and other reviews and related documentation through the Simplified Network Application Process, or SNAP.
   BIS said in an announcement, published in today’s Federal Register, that it has “reassessed its efforts to improve electronic filing of license applications and as result of that reassessment, determined to release improvements and modifications to its electronic filing system in small installments rather than in the single complete restructuring that the November 2003 proposed rule contemplated.”
   The agency said it’s continuing to make improvements to its on-line application system and will issue new rules as needed to implement those improvements.
