   Williams Mullen has appointed William V. Brierre Jr. as a director of government affairs in its Washington office.
   Brierre is expected to expand the firm's advocacy services for federal transportation and maritime issues.   
   Brierre, formerly founder and president of BRIERRE ' a Government Relations Co., served as vice president-government relations for CMA CGM (America) LLC since September 2005. Ten years prior, he ran his own government relations practice, representing clients on maritime-related legislative issues, including the authorization of and appropriations for the Maritime Subsidy Program, enactment of the Ocean Shipping Reform Act, ballast water and air emissions regulation, enactment of the Maritime Tonnage Tax, and various appropriations.
   He also acted as liaison to government agencies on behalf of clients, principally the Maritime Administration, the Federal Maritime Commission, and the Defense, State and Treasury departments. He began his career in the maritime industry in 1972.
