BUSH NOMINATES LOY TO UNDER SECRETARY OF TRANSPORTATION FOR SECURITY

   President Bush on Wednesday nominated Admiral James Loy to be Under Secretary of Transportation for Security.

   Loy has been serving as acting Under Secretary of Transportation for Security since July. Loy assumed duty as the 21st Commandant of the U.S. Coast Guard in May 1998. He had returned to Coast Guard headquarters as chief of staff in July 1996 after serving as commander, Atlantic area and commander, U.S. Maritime Defense Zone Atlantic from June 1994 to June 1996. Loy had commanded four Coast Guard cutters, including the 'Point Lomas' on combat patrols in Vietnam.
