Bush talks biz at FedEx    Against the backdrop of a FedEx Express distribution facility in Washington, President Bush on Friday told a gathering of small business owners that the economy is doing well and that the government will continue to create conditions that encourage business expansion.
   “One of the jobs of government is to make sure the entrepreneurial spirit is strong by creating an environment that encourages entrepreneurship, which means low taxes, less regulation, rational spending at the governmental level, opening markets overseas so that the entrepreneur can trade, but is treated fairly, and making sure that foreign countries don’t steal products” by selling copycat versions, he said.
   Bush noted that the unemployment rate dropped to 4.6 percent in September and that energy prices are falling, and called for permanent passage of his 2001 tax cut plan.
