CBP shuffles staff    Maria Louisa O'Connell has moved to the U.S. Customs and Border Protection commissioner's office to be senior advisor for trade relations after 16 months as assistant commissioner of public affairs at CBP, she confirmed.

   Henry Rolon, who served stints several years ago at CBP headquarters as acting deputy chief of staff and acting head of public affairs, was summoned to Washington a month ago to be acting assistant commissioner for public affairs. He had been serving as deputy chief patrol agent for the Blaine, Wash., Border Patrol sector.
   No reason was given by the Office of Public Affairs for the change, but it puts Louisa O'Connell closer to her trade roots. Prior to joining CBP, she was president of the Border Trade Alliance, which represents groups and communities trading across or living along the northern and southern borders.
   O'Connell will assume many of the duties of the director of trade relations, including providing support for the Commercial Operations Advisory Committee that provides input to CBP on trade-related matters. Kim Marsho, who held that position, is now director of communications for the Automated Commercial Environment program, CBP's huge information technology modernization project. ' Eric Kulisch
