Census could revise AES rulemaking    The U.S. Census Bureau is considering revising a couple provisions of its January proposal to change export-filing requirements, Omari Wooden, the agency’s trade ombudsman, said Tuesday.
   Based on industry comments to the proposed rulemaking, the Foreign Trade Division is debating whether to expand the list of items eligible for post-departure filing through the Automated Export System. Under the proposal, only export documents for agriculture and bulk commodities could be filed within five days after cargo departure from the United States. The current timeline is 10 days.
   Census is looking at whether to maintain the status quo on eligible goods for post-departure and instead tighten the application process or other procedures for companies seeking the privilege, Wooden said at the National Customs Brokers and Forwarders Association of America’s annual conference in Phoenix.
   The agency also may modify its proposal that household goods be declared regardless of value or country of origin. The alternative may be to revise the definition of household goods to reflect individuals who are sending goods on their own so companies shipping more expensive products and claiming them as household items can’t avoid the filing requirements, Wooden said.
