CENTRAL AMERICAN AIR CARRIER TO ADD EUROPEAN CONNECTION    Panavia Cargo Airlines, a small Panamanian operator serving Central and South America, plans to begin service to European markets in late May by opening a route to the Dominican Republic, a regional transatlantic hub.
   Panavia, which owns six aircraft, will serve as a feeder system for passenger airlines and transload cargo in the capitol of Santo Domingo, Vice President Julian Adolfo Viana told American Shipper during the Cargo Network Services Corp. Conference in Miami.
   Panavia operates its own aircraft between Mexico City and Bogata, Colombia and uses all-cargo airlines to connect Mexico City with Los Angeles and to fly freight between Bogota and Miami, Buenos Aires, Argentina, and Santiago, Chile.
