China customs gives details on advance manifest rule

The data elements for China’s advance manifest have been published.    China Customs has officially indicated the data elements that will be required on its advance manifest filing for imports and exports, according to an advisory from ocean carrier Maersk Line.
   The manifest will be required 24 hours prior to loading into or onto vessels serving mainland China.
   The 10 data elements include shipper and consignee identification; package type, quantity and description; container number; and gross weight.
   Many developed countries already require electronic advance manifests. U.S. Customs requires the manifest no later than 24 hours prior to departure from the last port of origin.
   Chinese authorities intend to release the penalty guidelines for non-compliance with the advance manifest filing in the near future, according to Maersk. China Customs has yet to set an enforcement date.
   Clear information about how the rule will finally be implemented is still not available, leading to confusion in transportation circles about how to best prepare.
