CLINTON LAUNCHES COMMISSION ON PORT CRIME, SECURITY

   President Clinton has signed an executive order launching a commission
to combat auto and cargo theft at U.S. ports.
   The commission will also make recommendations to fight terrorism and
drug trafficking.
   The commission will be co-chaired by Attorney General Janet Reno,
Transportation Secretary Rodney Slater and Treasury Secretary Robert Rubin.
   More than 200,000 of the 1.4 million vehicles stolen each year are
exported through U.S. ports, accounting for over $3 billion in illegal
export annually.
   Cargo theft accounts for more than $1 billion in losses each year. The
majority of thefts occurs within 1.5 miles of U.S. seaports.
   The commission will be funded for one year, and will be required to
report their findings to Congress.
