COAC TO MEET IN SEATTLE SEPT. 20    The U.S. Customs Service said Friday Treasury Advisory Committee on Commercial Operations (COAC) will meet in Seattle on Sept. 20, at the Microsoft Conference Center.
   COAC advises the Secretary of Secretary and Congress on matters involving commercial operations of Customs, and was created by Congress in 1987.
   Agenda topics include:
   * Update on Customs reorganization; cargo security fees.
   * Update on supply chain security and Customs-Trade Partnership Against Terrorism.
   * Report on Office of Rulings and Regulations.
   * Customs business regulations.
   * Focused Assessment and Importer Self-Assessment programs.
