Coast Guard raises oversight of vessels arriving from Cambodia The U.S. Coast Guard said in an Oct. 24 Federal Register notice that it will impose increased security-related requirements on cargo vessels arriving from certain ports in Cambodia, effective Nov. 7.
   The agency has determined that Cambodia's ports, with the exception of the Phnom Pehn Autonomous Port and Sihanoukville Autonomous Port, are not maintaining effective anti-terrorism measures.
   For these vessels to enter U.S. ports, the Coast Guard requires operators to implement measures per the ship's security plan equivalent to security level 2, while in a Cambodian port. Guards must also be present on board to control access points.
   In addition, these vessel operators must attempt to execute a security declaration while in a Cambodian port; log security actions in the ship's log; and report actions taken to the Coast Guard upon arrival in U.S. waters. The Coast Guard reserves the right to request that the vessel maintain an armed private security detail while in U.S. ports.
