The agency will send its recommendation to the Federal Energy Regulatory Commission (FERC), which is considering an application from Jordan Cove Energy to build an LNG terminal on the North Spit of Coos Bay.
FERC is responsible for authorizing the siting, construction, and operation of onshore LNG facilities.
