Dumping occurs when a foreign company sells a product in the United States at less than its fair value.
Commerce said Steamline Industries Ltd. of India received a preliminary dumping margin of 18.9 percent, while Sunrise Stainless Pvt. Ltd. and Sun Mark Stainless Pvt. Ltd. preliminarily received a de minimis dumping margin. All other producers/exporters in India received a preliminary dumping margin of 18.9 percent.
As a result of the preliminary affirmative determination, Commerce will instruct Customs and Border Protection to require cash deposits based on these preliminary rates, adjusted for countervailable export subsidies, as appropriate.
The petitioners for this investigation included Bristol Metals of Tennessee; Felker Brothers Corp. in Wisconsin; Outokumpu Stainless Pipe of Florida; and Marcegaglia USA in Pennsylvania.
Commerce estimates that in 2015 imports of welded stainless pressure pipe from India were valued at a $33.1 million.
The department is scheduled to announce its final determination by Sept. 17, 2016. If Commerce makes an affirmative final determination, and the U.S. International Trade Commission (ITC) makes an affirmative final determination that imports of welded stainless pressure pipe from India harm domestic industry, it will issue an antidumping order. If either Commerce’s or the ITC’s final determination is negative, no antidumping orders will be issued.
The ITC is scheduled to make its final injury determinations in October.
