Commerce starts changes to ‘deemed’ export oversight The U.S. Commerce Department’s Bureau of Industry and Security has undertook an intensive review of a recent committee report recommending an overhaul of regulations that help control access to certain U.S. technologies by foreign nationals.
   Mario Mancuso, the department’s undersecretary for industry and security, told reporters in a telephone press conference on Friday that the report was “enormously persuasive” and that the recommendations will go a long way to help BIS “find a way ahead.”
   The Deemed Export Advisory Committee, which was commissioned by the department in September 2006 to examine the complex issues of “deemed” exports, filed its report to Commerce Secretary Carlos Gutierrez on Dec. 20, 2007.
   So far, BIS has completed an internal analysis of the committee’s report, and will vet it among other federal agencies with involvement in export control, namely within the State and Defense departments.
   Mancuso said BIS has started to implement some of the recommendations, such as the proposed Emerging Technologies Advisory Committee. “The paperwork has been started,” he said.
   He also noted that BIS will increase its outreach and education to the industry regarding deemed export controls. ' Chris Gillis
