The port said Lt. Gen. Carl L. Strock recommended that eastward expansion of the Craney Island project “be set on course for approval.” The VPA quoted him as writing that the plan was “technically sound, economically justified and environmentally and socially acceptable.”
The VPA said the Corps’ Norfolk District office, also favored its approval.
The VPA says when complete, Craney Island will be a 580-acre container facility.
