City Attorney George Logan told the California Transportation Commission Friday that the 4,800-acre project, which would convert the former air base in Patterson into a massive inland port connected to the Port of Oakland via rail, would create substantial air pollution for local residents, including diesel particulates from train and truck traffic.
Officials from project developer PCCP West LLC have said the project would improve regional air quality by shifting container traffic from more polluting trucks to more efficient and less polluting rail service.
The CTC, charged with disbursing about $3 billion of Prop-1B funds earmarked for goods movement projects, has been presented with more than $4.2 billion in project proposals. The Friday hearing was the last in a series of public forums held by the CTC last week regarding proposed projects in the San Joaquin Valley, including funds requested for the Crows Landing project.
The commission is expected to decide which projects will receive funding on April 10.
