CSX PROMOTES RAO, GLOVER TO FINANCE POSTS '    James R. Glover has been promoted to assistant vice president-credit for CSX Corp. and Niranjan B. Rao has been named treasurer for CSX Transportation Inc., CSX's railroad subsidiary.
   Glover joined a CSXT predecessor in 1976 and has held finance positions at the railroad and its part, including director-financial management, managing director-financial planning and assistant treasurer.
   Rao, a 23-year veteran of CSXT and its predecessors, has served as financial analyst, director-finance administration and, most recently, managing director-cost and economic analysis.
   CSX Corp., based in Norfolk, Va., operates the largest rail network in the eastern United States, as well as providing intermodal, domestic container shipping and global terminal operations.
