CUSTOMS CAFES SYSTEM TO EXPAND TO BUFFALO    U.S. Customs’ Office of Field Operations in Washington said the agency plans to expand the Customs Automated Form Entry System (CAFES) to Buffalo, N.Y.
   CAFES, which provides movement authorization of in-bond loads from the primary truck lane, was launched last year and has been operating in Port Huron, Mich., and Laredo, Texas.
   Through the CAFES system, truckers present forms with two-dimensional barcodes at land border ports. A Customs inspector then scans the form, maintaining the option to move the shipment through, or inspect it.
   “We will be holding a trade informational session in Buffalo in the near future as soon as logistics can be arranged,” said Kim Santos, group leader of Field Systems-Information Technology for U.S. Customs.
