CUSTOMS COMMISSIONERS TO SPEAK AT AMERICAS SYMPOSIUM    Customs commissioners from the United States, Mexico, Bolivia and the Bahamas are scheduled to speak at the eighth Symposium of the Americas Customs/Trade/Finance, May 15-17, at the Hotel Inter-Continental in Miami.
   Scheduled as keynote speakers are Robert C. Bonner, commissioner of U.S. Customs; Jose Guzman Montalvo, general customs administrator, Mexico; Amparo Ballivian, chairman and chief executive officer, National Customs Administration of Bolivia; and John Rolle customs director general, Bahamas. Their presentations will address emerging issues and security regulations affecting the movement of cargo, and the possibility of a Free Trade Agreement of the Americas.
   Other topics include anti-terrorism and anti-smuggling imperatives, trade security and cargo facilitation, customs modernization, and European access to the Americas.
