CUSTOMS COMPLETES NORTHERN BORDER COMPLIANCE STUDY    In a recent survey of exports crossing into Canada, U.S. Customs found that most shippers are following the rules.
   The agency’s 1999 Northern Border Outbound Compliance Measurement Survey measured the export compliance of 9,521 commercial shipments carried in 7,435 trucks between March 15 and June 14, 1999.
   Customs considered shipments to third-party countries that required a shipper’s export declaration and those destined to Canada under the U.S./Canadian Data Exchange, which do not require shipper’s export
declarations.
   The agency found that 75.16 percent of shipments requiring export declarations were compliant, and that overall export compliance rate for all shipments crossing the Canadian border was 99.56 percent.
   Customs uses export surveys as “benchmarks” to improve shipper compliance and to enhance its risk management programs.
