DHS intel chief resigns

DHS intel chief resigns Frank Libutti resigned shortly before Christmas as undersecretary for information analysis and infrastructure protection at the Department of Homeland Security.
   Libutti, a retired Marine Corps lieutenant general, helped set up the intelligence unit in the new department with the goal of consolidating information on domestic terrorist threats. He is the third top DHS official to walk away in recent weeks, following the resignations of DHS Secretary Tom Ridge and Deputy Secretary James Loy.
   Outgoing DHS Inspector General Clark Kent Ervin has recently noted that the information analysis unit is substantially marginalized and ineffective because the CIA and the FBI took responsibility for setting up and operating the Terrorist Threat Integration Center and Terrorist Screening Center, respectively. That is a major reason why DHS has been unable to create an accurate, consolidated terrorist watch list from the dozen or more terrorist watch lists maintained by various government agencies, he said.
