Loy, a former commandant of the U.S. Coast Guard, took over as head of the new Transportation Security Administration within a year after the Sept. 11, 2001 terrorist attacks. He helped the agency, which is primarily focused on aviation security, transition from the Department of Transportation to DHS and eventually was promoted to second in command under Secretary Tom Ridge.
Loy’s departure is not a surprise. DHS officials have privately said for weeks Loy was ready to retire after the November presidential election. His name has not surfaced in any media stories as a possible replacement for Ridge, who announced his own retirement at the end of November.
The White House continues to search for new secretary of homeland security after its first choice for the job, former New York City Police Commissioner Bernard Kerik, was derailed by the revelation he employed an undocumented alien and allegations of other ethical problems.
Loy plans to serve until March 1 or until a successor is confirmed by the Senate, according to a DHS statement.
