Environmental review for APL L.A. terminal project    The Port of Los Angeles and U.S. Army Corps of Engineers have released a joint notice of intent/preparation (NOI/NOP), the first step toward redevelopment and expansion of the APL Container Terminal.
   The NOI/NOP is part of California's environmental regulatory process, with the port mandated to develop an environmental impact statement and report (EIS/EIR). The proposed project involves an amendment to the existing port-APL lease that would expand the 290-acre terminal on Terminal Island to 346 acres.
   There will be a public scoping meeting to receive public comments on Aug. 5, at 6 p.m., at the Port of Los Angeles Administration Building, 425 S. Palos Verdes St., in San Pedro.
