EVERGREEN PROMOTES CHANG AND WANG    The Taiwan-based Evergreen group has promoted Marcel Chang to chairman of Evergreen America Corp., and Arnold Wang to president of Evergreen Marine (Taiwan) Ltd., effective Aug. 5.
   Chang most recently served as president of Evergreen Marine (Taiwan) Ltd. He also previously served as president and executive vice president of Evergreen America, the North American agent of the shipping group. As chairman of the company, Chang will work with Thomas Chen, president of Evergreen America.
   Wang will succeed Chang as president of Evergreen Marine (Taiwan). He has worked for Uniglory, the intra-Asia affiliate of Evergreen, and was most recently executive vice president and head of the corporate business coordination division of Evergreen in Taiwan.
