EXEL NAMES JOHNSON AS VP FINANCE    Exel, a U.K.-based provider of logistics services, has appointed Mark Johnson vice president of finance for Exel’s North American business unit, based in Dallas.
   Johnson was chief of operations in a startup software and systems business unit of Alcatel.
