FAA ISSUES FINAL AIRPORT SECURITY RULES    The U.S. Federal Aviation Administration has revised and updated its rules for airport security.
   “The intent of this final rule is to enhance security for the traveling public, aircraft operators, and persons employed by or conducting business at public airports by increasing awareness of and compliance with civil aviation security measures,” the FAA said.
   The crash of TWA Flight 800 on July 17, 1996, raised concerns about the safety and security of civil aviation in the United States. President Clinton formed the White House Commission on Aviation Safety and Security to recommend improvements in these areas of the airline industry.
   In 1996, Congress passed the Federal Aviation Reauthorization Act directing the FAA to amend rules to upgrade civil aviation security.
