Fenneman was the FMC’s deputy general counsel. She joined the commission in 1998 as an attorney-advisor in the Office of the General Counsel. She also served as deputy director in the commission’s Bureau of Trade Analysis.
She is a member of the Maryland Bar and a resident of Virginia. She is president of the Maritime Administrative Bar Association.
