FMC seeks feedback to NSA questions    The U.S. Federal Maritime Commission is requesting industry feedback to questions about how non-vessel-operating common carriers will jointly offer and manage service arrangements with shippers.
   The agency announced that it would pursue this “notice of inquiry” on Aug. 3 when it approved going forward with a proposed rulemaking to allow shippers’ associations with NVOs to enter service arrangements with other NVOs.
   The FMC’s notice of inquiry, which includes 15 questions, has been posted on its Web site at http://www.fmc.gov. The deadline for answers is Oct. 6.
