Foye is currently the governor’s deputy secretary of economic development, a role in which he manages the state’s initiatives for economic recovery, investment, and job creation, and oversees the Empire State Development Corporation. Previously, Foye was deputy county executive for Nassau County Executive Edward Mangano and a board member of the Metropolitan Transportation Authority (MTA), representing Nassau County.
An attorney, he was a partner at Skadden Arps and practiced law in New York, Brussels, Budapest, and Moscow.

Cuomo also said he will nominate James Rubin and Rossana Rosado to
the Port Authority board.
Rubin is president of Atlantic Partnership, which aims to “foster debate about the relationship between the United States and Europe” and was executive editor from 2008 to 2011 of Bloomberg View, the opinion service of Bloomberg News. Rosado is also a media executive, publisher of the New York Spanish language daily newspaper El Diaro La Prensa.
Cuomo also is calling for the Port Authority to take over the operations of the two agencies involved with development in Manhattan, namely the Moynihan Station Development Corp. and Lower Manhattan Development Corp.
PANYNJ operates marine terminals, five airports, the PATH rail transit system, six tunnels and bridges between New York and New Jersey, in addition to the Port Authority Bus Terminal and World Trade Center.
