Fralin switches from VPA to state transport board

   Less than three weeks after stepping aside as chairman of the Virginia Port Authority’s Board of Commissioners, William Fralin has resigned as a director, VPA announced Friday.
   Virginia Gov. Bob McDonnell the same day named Fralin to serve on the Commonwealth Transportation Board. The CTB sets administrative policies for Virginia’s transportation system, and allocates highway funding to specific projects, locates routes, and provides funding for airports, seaports and public transportation.
   Fralin’s term on the VPA board was scheduled to expire in 2016.
   He was appointed to the board in mid-2011 and became chairman in November 2012 to fill the unexpired term of Michael Quillen.
   Fralin, a former member of the House of Delegates, is president and chief executive officer of Medical Facilities of America, a nursing center company based in the western Virginia city of Roanoke.
   Fralin led the VPA Board during the establishment of its recent restructuring plan and the much-scrutinized decision to turn down offers to privatize the port. – Eric Kulisch
