The paper said the fund was expected to close on Wednesday and would be used to invest in ports, airports and regulated utilities around the world, mainly in developed countries.
It said the money raised might be invested in assets Goldman already owns — these include stakes in the former Associated British Ports and the U.S. pipeline operator Kinder Morgan.
