Halifax seeks to boost performance    Canadian National Railway, the Halifax Port Authority and two of the port’s major terminals announced Thursday an agreement aimed at boosting the port as a gateway for cargo bound for Ontario, Quebec and the U.S. Midwest markets.
   The port, CN, and terminals operators Cerescorp Co. and Halterm Container Terminals, said the agreement “establishes clear and defined performance standards ' regarding times for unloading and loading containers between vessels and cars, the timing of the placement of rail cars at the terminals, and CN transit times to key markets in eastern and central Canada and the U.S. Midwest.”
   The plan should “support quality service to improve the competitiveness of the Halifax Gateway,” said Claude Mongeau, CN president and chief executive officer.
