Harley adds double-hull tank barge

Harley adds double-hull tank barge    Harley Marine Services Inc. said it has purchased the double-hull tank barge “EMC 4000.”
   The barge meets all OPA 90 requirements for ocean service and will carry about 40,000 barrels of products on the U.S. West Coast for the HMS family of companies.
   For several years, Harley Marine Services Inc. has been moving toward a double-hull tank barge fleet as a part of its program to exceed federal requirements. The company has grown from a single tug and barge to more than 50 vessels through aggressive pursuit of new business and equipment.
   HMS, founded by Harley Franco in 1987, has six West Coast subsidiaries providing tug, barge and petroleum services.
