HART TO LEAVE MARAD JAN. 19

HART TO LEAVE MARAD JAN. 19    Maritime Administrator Clyde Hart and Acting Deputy Administrator Bonnie Green will leave their posts Jan. 19 to make way for nominees yet to be chosen by the Bush Administration.
   Meanwhile, MarAd’s transition team is in place. Bruce Carlton, associate administrator for international affairs and Jack Mann, associate administrator for administration are working closely with the Bush transition team.
      Vice Adm. Francis R. Donovan, who served as Commander of the Military Sealift Command, 1990-1992, is being mentioned as a possible Bush choice as the new Maritime Administrator.
      Federal Maritime Commission chairman Hal Creel will most likely remain agency chairman until another chairman is appointed by President-elect Bush. Unlike MarAd, the FMC is an independent agency. Thus, there is no automatic departing date for high-ranking FMC officials.
   Creel said he plans to remain as an FMC commissioner after he is replaced by a new chairman. His term expires June 30, 2004.
   There is speculation that FMC commissioner John Moran, a Republican,    will be nominated as FMC chairman by Bush.
