HEAVY SEAS DELAY REMOVING BUNKER OIL FROM TRICOLOR    Adverse weather conditions, including 15-ft waves and high winds, are preventing divers from extracting bunker oil from the Wilhelmsen Lines car carrier Tricolor that sank Saturday in the English Channel after a collision with the containership Kariba.    “Everything is prepared to remove about 2,000 metric tons of bunker oil,” Per Ronnevig, a spokesman for Wilhelmsen Lines in Oslo, told American Shipper on Tuesday. “All we need are calmer seas.”    News telecasts have shown the vessel lying on its side, with the hull marked “Wallenius Wilhelmsen” clearly visible. Warning buoys have been strung around the wreck to keep passing ships from running aground on it, which happened Monday with a German-owned cargo carrier that was later refloated without further incident.
   All 24 crewmen were rescued safely from the Tricolor on Saturday.
