House committee passes FAA reauthorization bill    The House Transportation and Infrastructure Committee on Tuesday approved legislation reauthorizing the Federal Aviation Administration.
   The Flight 100 — Century of Aviation Reauthorization Act would replace the Aviation Investment Reform Act for the 21st Century, which is due to expire this year. The Aviation subcommittee passed the bill last week.
   The Flight 100 legislation would ensure that user fees from passengers and pilots paid into the Aviation Trust Fund continue to fund aviation improvements and begins annual spending at $3.4 billion. The bill also calls for increasing the Airport Improvement Plan entitlement for cargo airports from 3 percent to 3.5 percent.
