Houston forwarder settles antiboycott charges    The U.S. Commerce Department's Bureau of Industry and Security said a Houston freight forwarder has agreed to pay a civil penalty of $5,200 to settle an allegation it violated the nation's antiboycott rules.
   BIS's Office of Antiboycott Compliance alleged that on one occasion in 2003 Plane Cargo Inc., in connection with a transaction involving the sale and transfer of goods from the United States to Syria, provided an invoice to a company in Syria that certified the goods were not of Israeli origin in violation of the Export Administration Regulations antiboycott provisions.
   The agency said in a June 25 statement Plane Cargo 'cooperated fully with the investigation.'
   The EAR's antiboycott provisions prohibit U.S. persons from taking certain actions with the intent to comply with, further or support unsanctioned foreign boycotts, including supplying information about business relationships with or in a boycotted country or with blacklisted persons.
