The agency has been setting up the system by regions and allowing motor carriers to voluntary file their shipping documents electronically rather than by paper. At the same time, CBP is transitioning to a mandatory e-manifest filing system that will cover all border crossings when completed.
The system is part of the Automated Commercial Environment import processing system being developed to speed handling of trade and improve security.
