IMO adopts fast-track single-hull tanker phase-out    The International Maritime Organization has adopted a revised, accelerated phase-out plan for single-hull tankers, as well as a regulation banning the carrying of heavy-grade oil in single-hull tankers.
   The rules, which originated in the IMO’s Marine Environment Protection Committee, amend the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 (MARPOL 73/78).
   The final phasing out of pre-MARPOL tankers was brought forward from 2007 to 2005. The final phasing out of Category 2 (MARPOL-era) tankers and Category 3 (smaller) tankers was advanced from 2015 to 2010. Exceptions apply to certain vessels completing a satisfactory Condition Assessment Scheme (CAS).
   IMO’s ban on carrying heavy-grade oil becomes effective April 4, 2005.
   The IMO is the United Nations specialized agency, based in London, with responsibility for the safety of shipping and the prevention of marine pollution by ships.
