Import industry begins 10+2 era    It's a brave new world for U.S. importers, who on Monday are technically obligated to begin electronic filing of data about the origin, destination and contents of cargo shipments a full day before they are placed on a vessel.
   U.S. Customs and Border Protection and the trade community have been building towards the Jan. 26 kick off of the Importer Security Filing for the past four years, but supporters and skeptics alike continue to face uncertainty about implementation as they try to create new business processes to comply with the rule.
   CBP developed the rule as a means to get more accurate and relevant data about parties in the supply chain responsible for sending metal shipping boxes to the U.S. market. The intent is to analyze 10 new pieces of information and determine if a shipment poses a potential danger and should be inspected by automated means. The challenge for importers is collecting the information — such as country of origin — far enough in advance from suppliers to prepare the document.

   CBP has granted a one-year grace period before enforcement actually begins to help business adapt to the rules. The agency understands mistakes will be made, but is encouraging traders to file nonetheless.
